Most of the world's totalitarian governments have risen out of terrible circumstances, especially war (including civil war) and power struggles. Hitler took power when Germany's economy was non-existent and the country had lost a humiliating war. Lenin took power after Russia lost World War I and the inequalities that were present in their society. Originally, they made large changes in their society and some say they made necessary and beneficial changes. However, others claim that the persecution and suppression of certain groups cannot be justified.
It is proposed that people should accept totalitarian governments in desperate circumstances.
